The Phobians could have moved to second with a win, superseded by Aduana FC on goal difference but now stay fourth with 38 points.
It was a game of few chances with the clearest coming for the host in the 70th minute following a strike by Sylvester Simba but Hearts goalkeeper, Eric Ofori reacted well with a save.
David Ocloo’s side has had theirs from Linda Mtange, who scored against Accra Lions in their last game, but his effort was blocked this time.
Hearts face Nsoatreman at home in their next outing while Dreams travel to lock horns with King Faisal.
