Uefa gives Fifa 2 November deadline to answer 42 governance questions

European football’s governing body Uefa has given Fifa until 2 November to release key documents and respond to 42 questions about its governance and decision-making.

In an eight-page letter seen by BBC Sport, Uefa general secretary Theodore Theodoridis said Fifa had failed to address “a number of fundamental questions”.

“Others remain unanswered, and the information and documentation requested have not been provided,” the letter said.

The demands follow a Fifa Council meeting on Thursday at which president Gianni Infantino apologised for his Fifa Forward Enterprise (FFE) private investment plan, but did not fully explain how it had been developed.

“The withdrawal of FFE, the acknowledgement of mistakes and the announcement of ‘potential governance reforms’ do not answer how the relevant decisions were taken or why the Fifa Council was not involved at the appropriate stage,” Uefa wrote.

“These questions require answers now. They cannot be deferred until the next meeting of the Fifa Council – nor can future governance reforms substitute for scrutiny of decisions already taken and accountability for them.”

Uefa did not say what action it would take if Fifa missed the deadline. The questions were initially put to Infantino at last week’s Fifa Council meeting, before he asked for them to be submitted in writing.

Football Association chair and Fifa vice-president Debbie Hewitt said afterwards: “If he doesn’t answer those questions, he’s not fit to be Fifa president.”

Fifa has been approached for comment.

FFE investment and funding

Uefa asked when FFE was first proposed, who authorised it and which Fifa officials were involved. It also questioned why Joshua Kushner’s Thrive Capital was given exclusivity as lead investor without a competitive tender or prior consultation with the Fifa Council.

It asked whether Infantino expected to hold a role in FFE during or after his presidency, and challenged claims that he told members of Fifa’s management board, two days before an FFE vote, that US authorities were investigating Fifa’s administration.

The letter also seeks an explanation for the Fifa Peace Prize: who created it, why it was established and who decided that US President Donald Trump should receive it. Kushner is Trump’s son-in-law’s brother.

Under the abandoned plan, Fifa’s 211 member associations were promised $40m (£30m), with an initial $20m (£15m) available if federations accepted the proposal by 19 September. Uefa and Concacaf had called for at least $10m (£7.5m) per association from Fifa’s reserves.

Infantino has since proposed an additional $3.4bn (£2.6bn) for global football development. From 2027 to 2030, member associations would receive $25m (£19m) each.

Uefa asked why that funding had been linked to private investment rather than Fifa’s own resources. It also filed legal papers in the US last month seeking documents from Fifa and warning it could make a criminal complaint in Switzerland.

Balogun case and other concerns

Uefa demanded correspondence and written reasons relating to USA striker Folarin Balogun, whose suspension was lifted by Fifa’s disciplinary committee after Trump asked Infantino for a review. It asked whether the decision would have been reconsidered without Trump’s intervention and why the case was decided by one committee member.

It also questioned why no action was taken against DR Congo over an allegedly ineligible player in World Cup qualifying.

Other requests concern reported additional payments to Infantino from FWC2026 US Inc., a proposed Fifa cryptocurrency, a $75m (£56.3m) investment in Palestine through Trump’s Board of Peace, the 27-minute World Cup final half-time interval, mandatory hydration breaks and a seven-year, $4m (£3m) lease at Trump Tower, New York.

Uefa also asked for the names, positions and reasons for invitations of guests in VIP and VVIP areas, and raised concerns about the impartiality of the Fifa electoral committee chair ahead of next year’s presidential election.
