The President of the Senegalese Football Federation, Abdoulaye Fall, has launched a blistering and unprecedented attack on Morocco and the Confederation of African Football (CAF), accusing the continental body of being under Moroccan control following the chaotic conclusion of the 2025 Africa Cup of Nations final.
Fall made the remarks just days after Senegal were crowned African champions for the second time, following a dramatic 1–0 victory over hosts Morocco in Rabat.
The final was marred by controversy, protests and scenes rarely witnessed at African football’s flagship tournament. In the closing minutes of regulation time, Senegalese players briefly walked off the pitch in protest after a penalty was awarded to Morocco moments after a Senegal goal had been disallowed.
Play was halted for several minutes before Senegal returned to the field. Morocco subsequently missed the penalty, and the match resumed, with Senegal eventually holding on to secure victory and lift the trophy.
Speaking in an interview cited by Foot Mercato, Fall accused Morocco of exerting overwhelming influence over CAF, insisting the imbalance went far beyond refereeing decisions.
“Morocco controls the Confederation of African Football, let’s be clear: they control everything and decide everything,” Fall said.
He added that Morocco’s position within CAF, particularly through its vice-presidency, has created an environment where other nations are reluctant to challenge its authority.
“No country has ever opposed Morocco as strongly as Senegal did,” Fall said. “No one dares to stand up to them.”
Fall also criticised CAF’s handling of officiating matters, claiming Senegal only received confirmation of the referee for the final less than 24 hours before kickoff, a move he described as unacceptable.
CAF and the Moroccan Football Federation have so far declined to respond publicly to the allegations, but Fall’s comments are expected to intensify debate around governance, neutrality and power structures within African football.
