The High Court in Accra has confirmed an order freezing five bank accounts and four landed properties belonging to former Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD) Executive Secretary Dennis Edward Aboagye, popularly known as “Miracles”.
The order was granted following an application by the Economic and Organised Crime Office (EOCO), which is investigating alleged financial and procurement-related irregularities involving about GH¢55 million during Mr Aboagye’s time at IMCCoD.
The freeze also applies to accounts and assets associated with Gerald Appiah, the former accountant of IMCCoD, and Hillside Piggery and Meat Processing Limited.
The four properties covered by the order include two in the Eastern Region: a parcel of land and a house. The other two are in the Greater Accra Region and comprise residential apartments and another residential property. All five bank accounts named in the order belong to Mr Aboagye.
The court action follows Mr Aboagye’s arrest by EOCO after he returned to Ghana from abroad. He was detained at Kotoka International Airport and later released on bail of GH¢50 million, with three sureties, two of whom were required to be justified.
Mr Aboagye has strongly denied allegations of financial wrongdoing. Following his release from EOCO custody last month, he wrote on Facebook: “I AM OUT. I AM UNBROKEN. AND I AM MORE READY THAN EVER.”
He said his arrest formed part of what he described as a “false narrative” intended to intimidate him.
“Four days ago, just one day after I declared my intention to serve our great party as National Communications Director, I was picked up and detained by EOCO. A false narrative was put out about my arrest, but Ghanaians are not fools, and neither are the good people of the New Patriotic Party. The facts and the truth will prevail!!”
Mr Aboagye also disputed reports that EOCO had discussed the GH¢55 million figure with him.
“FOR THE RECORDS: THERE WAS NO Discussion OF ANY GH¢55 million cedis with me by EOCO. None!!!”
In a further message, he thanked those who had supported him and said efforts to undermine him had failed.
“If the intention was to break me, it has failed. If the intention was to scare me, it has failed spectacularly. I will lead New Patriotic Party’s communications Directorate to command the narrative, and no cell, no false story, no intimidation will change that.”
The New Patriotic Party (NPP) has criticised the arrest. Its General Secretary, Justin Frimpong Kodua, described it as a “Rambo-style” arrest of opposition figures.
EOCO says its investigation was prompted by a petition from the current Executive Secretary of IMCCoD. The petition called for further inquiries into a forensic audit covering the period from 1 August 2022 to 2 February 2025.
According to EOCO, the investigation centres on suspected misappropriation, misapplication, diversion and theft of public funds estimated at about GH¢55 million.
The case also involves former IMCCoD accountant Gerald Appiah, who EOCO says has allegedly begun voluntarily refunding some of the money linked to the suspected offences.
